Setting User Roles

How do you setup user role for a Member? I only see Administrator, Manager, User and Designer.

A member is a type of user. Any role can also be a member. You set the membership fields in the User's Contact to make them a Member. Please search liveSite Help for members for more details.

How come when the person registers their information isn't carried over such as name, address, phone, email, etc.?

When a person registers, only their username and email is collected, which is used to create their Contact. The other fields you mentioned can be gathered later when they complete those fields on a custom form or when placing an order for example.
