Design FIles not loading

I have uploaded deisgn files for background images in the past with success. However, today I am doing the same things and it is not working.

I click upload file, then put it int he design file folder. I evern copied it and put it in design file background folder....

I want to use this file as the background image in my site, but it will NOT show up!

What is the deal?

Make sure the file is uploaded into a Public Folder or it will not be visible to anyone but the Admin users.
